A key challenge for regulators is how to enable entrepreneurship and innovation while managing the risks associated with rapidly evolving technologies and associated market change. A number of technologies could be used to illustrate this problem, such as the internet, gene editing and driverless vehicles. However, the Ministry of Business, Innovation and Employment (MBIE) recently had to faceĀ this specific issue in relation to space activities.
