During the last few years discussion on worker participation in management has assumed international proportions, as labour organisations, employers and governments investigate as well as operate various systems. At the same time, discussion has not been without difficultie9 over methods of both design and implementation. The result according to one critic has been considerable semantic confusion over objectives, definitions and purposes.
