The kindergarten sector has been the scene of some remarkable policy manoeuvres over the past seven years. Successive Governments in New Zealand have sought to implement a “New Right” agenda aimed at reducing state involvement in the sector. In 1997 we have witnessed some decisive moves in this direction. This paper focuses on the removal of kindergartens from the State Sector Act 1988, through an Amendment to the Act passed in April, 1997.Downloads
